The rapid expansion of large-scale land acquisition (LSLA) by foreign investors in developing countries over the past 10 years has precipitated a heated debate over the impacts on rural households in the recipient regions. LSLA brings often much-needed investment to agriculture in developing countries, potentially raising productivity, and creating rental and labour opportunities from which rural households can benefit.

This practitioner’s guide explains how to promote gender-responsive forest tenure reform in community-based forest regimes. It is aimed at those taking up this challenge in developing countries. There is no one single approach to reforming forest tenure practices for achieving gender equality and women’s empowerment. Rather, it involves taking advantage of opportunities that emerge in various institutional arenas such as policy and law-making and implementation, government administration, customary or community-based tenure governance, or forest restoration at the landscape scale.

In Afghanistan, insecurity over land and water rights hampers investments in food production and irrigation. In rural areas, customary tenure systems, partly based on religious law, are the most relevant but suffer from weak recognition and offer little protection to rights holders. The land policy reform is on-going but remains slow. Moreover, land administration capacity is weak and improvements mostly take place in urban areas. In this context, land disputes are common and often violent.

Over the past three decades a quiet paradigm shift has been taking place transforming the way such landl is governed. Driven in part by adaptations to changing context but also accelerated by neo-liberal reforms, this shift has created a ‘new’ customary tenure in sub-Saharan Africa. This paper reviews some of the evidence and analyses the ways in which this neo-liberalisation of customary tenure has been transforming relations of production and how land is governed in sub-Saharan Africa.

This paper discusses Indonesia’s experience with establishing a uniform cadastral system in rural areas since the idea was first mooted in the early 19th century. Until 1961, a formal cadastre that identified, measured, registered and certified land titles existed only in urban areas. A cadastre for rural land did not start until after the 1960 Agrarian Law. Until then, the village-based land tax registers acted as a substitute cadastral register in areas subject to land tax.

We examine the emergence of land markets and their effects on forest land appropriation by farm households in Jambi Province, Sumatra, using micro-level data covering land use and land transactions for a period of more than 20 years (1992–2015). Based on a theoretical model of land acquisition by a heterogeneous farming population, different hypotheses are developed and empirically tested. Farm households involved in forest land appropriation differ from those involved in land market purchases in terms of migration status and other socioeconomic characteristics.
