With the aim of improving farmland use efficiency without damaging the social function of farmland, Chinese policymakers have proposed the ‘trifurcation of land rights’ reform. When it comes to realization of the law, however, neither the Ownership Model nor the Bundle of Sticks Model can adequately explain this reform. The tree concept of property, which provides a new perspective in delineating property rights based on the function served by specific properties, is thus adopted.

The research will be repeated on the island of Tanna. To inform the broader context of land leasing in Vanuatu, JBE, in collaboration with the government of Vanuatu, has begun collecting and analyzing government land-leasing data.

This study has been commissioned by FAO to look at sustainable livelihoods approaches to access to natural resources in mountain areas. We concentrate on access by poorer and marginalized groups to policy processes whereby long-term sustainable access to resources is achieved.

The current market driven pressures on natural resources create both challenges and opportunities for communities and governments to use and strengthen communal tenure in order to promote sustainable management of some natural resources.
