    This paper presents results from comprehensive field surveys of jatropha projects in Mozambique, Tanzania and Mali in 2012. The article singles out the salient economic and social impact results and derives lessons. The results clearly demonstrate the weak business case for jatropha biofuel production at this time.

    En Centrafrique, la terre était un bien communautaire inaliénable. Les autochtones occupaient des domaines pour l’agriculture qui devenaient par la suite leurs « propriétés ». Au fur et à mesure que la population croît dans les zones périurbaines, la réserve foncière communautaire diminue et devient des réserves foncières familiales, ce qui a conduit à l’individualisation des droits fonciers marquant ainsi une rupture avec le mode d’accès traditionnel au profit d’un mode d’accès moderne à la terre agricole devenue un bien marchand.

    Le Cadre d’analyse de la gouvernance foncière (CAGF) est un outil de diagnostic permettant d’évaluer le cadre juridique, les politiques et les pratiques en matière de gestion foncière et d’utilisation des terres.

    Ce cadre conceptuel a été élaboré par la Banque mondiale depuis 2008 dans le cadre d’un partenariat avec la FAO, ONU- Habitat, le FIDA, l’IFPRI, l’Union africaine et des agences de développement bilatérales, comme outil de diagnostic permettant d’évaluer le statut de la gouvernance foncière d’un pays.

    The constitutional reforms undertaken in Mexico in 1992, as well as the systematic implementation of a program of land rights regularization (Procede), aimed to improve the security and transferability of property rights in order to create the pre-conditions for better functioning of factor markets in rural areas. The paper examines the extent to which this has materialized by exploring systematic differences over time between certified and non-certified ejidos as well as the private sector.

    Constrained access to land is increasingly recognized as a problem impeding rural household welfare in densely populated areas of Africa. This study utilizes household and plot level data from rural Kenya to explore the linkage between land access and food security. We find that a 10% increase in operated land size would increase total cereal consumption and home produced food consumption by 0.8% and 2.0%, respectively. We also find that land rental is the dominant mechanism that poor rural farmers use to access additional land for cultivation.

This study utilizes household and parcel level data from rural Kenya to explore the linkage between land access and food security. We find that a 10% increase in operated land size would increase household total food consumption per capita, cereal consumption per capita, non-cereal consumption, and home produced food consumption by 2.6%, 2.1%, 2.7% and 5.4%, respectively.

    Land degradation is increasingly recognised as global challenge and is even pushed for as candidate for a (post-2015) Sustainable Development Goal (SDG). The ‘quality of soil’ has been linked to the emergence of conflict, inter alia since it aggravates food and water scarcity. It is an underestimated, but essential element in the nexus of global challenges related to food, water and energy. This Clingendael Report, finds, amongst others, that accurate assessments on land degradation and efforts to restore lands are still lacking to date.
