    Land policies are formulated with the goal of addressing land use management challenges. Therefore, a thorough investigation is required to assess effectiveness of land policy processes. The unknown land use policy effec[1]tiveness is how and where the formulation and identification of land use problems affect the throughput of policy implementation. The main objective of this paper is to assess the effectiveness of land policy processes using models of public policy analysis.

    Studies of land property rights usually focus on tenure security and transfer rights. Rights to determine how to use the land are regularly ignored. However, user rights are often limited. Relying on a unique Vietnamese panel data set at both household and plot levels, we show that crop choice restrictions are widespread and prevent crop diversification. Restrictions do not decrease household income, but restricted households work harder, and there are indications that they are supplied with higher quality inputs.

    This paper deepens the economic analysis of the effects of land consolidation – reduction of land fragmentation. It does this in the context of rural Vietnam, studying whether land consolidation promotes or hinders the Vietnamese government's policy objectives of encouraging agricultural mechanization and stimulating the off-farm rural economy. The analysis views land consolidation as a form of technical change, making it possible to apply the rich insights developed in the economic literature on that subject.

    Land tenure, or access and rights to land, is essential to sustain people’s livelihoods. This paper looks at how farm households perceive land tenure (in)security in relation to food (in)security, and how these perceptions evolve throughout different policy periods in Laos. The paper highlights the centrality of farmers’ strategies in configuring the dynamic relationships between tenure (in)security and food (in)security, by demonstrating how farmers’ perceived and de facto land tenure insecurity shapes their decisions to diversify livelihood options to ensure food security.

    In 2010, the Vietnamese government implemented a national payment for ecosystem services (PES) policy. In promoting the policy, the government has conveyed PES as a successful policy that has achieved multiple objectives, including forest protection and poverty alleviation. Contrary to these claims, however, critical studies of PES in Vietnam have found a weak relationship between PES and forest protection, the continuing dominance, rather than retreat, of the state in forest management, and no clear evidence that PES assists the poor in the near-universal manner purported.

Smallholder farmers operate under different land tenure systems, which influences their crop combinations. This paper investigates smallholder farmers’ crop combinations under different land tenure systems in Thailand in the context of the 2011 flood and government policy on rice.

    Climate change is shaped and understood through assumptions of causality and temporality that enable and constrain feasible approaches to environmental governance, approaches that may reproduce inequalities. Reducing Emissions from Deforestation and Forest Degradation (REDD+) provides an entry point to examine the intersecting assumptions and politics around climate change and how it is managed. Actors in the REDD+ regime promote particular assumptions about the causality and temporality of climate change, which are often privileged over local ways of being and knowing.

    During Vietnam’s transition from a socialist to a market economy, household’s property rights over agricultural land were considerably strengthened through a land certification program. This resulted in active formal credit and land markets, either of which potentially affects consumption levels and volatility. This article evaluates the program impact with respect to consumption outcomes. In particular, it identifies the channel of impact through which improved property rights affect consumption volatility.
