   This Act amends the Sugar Industry Efficiency Act 2001 and various other laws relating to land, fisheries and agriculture. The amendments concern economic and financial matters. The Fisheries and Marine Resources Act is amended by repealing section 8A and replacing it by a section concerning fish farming zones and fish farming industry. The Environment Protection Act is amended by inserting a new section on EIA licence under LPES (“Land Productivity Enhancement Scheme”).

   This Act amends the Sugar Industry Efficiency Act 2001 in various sections so as to, among other things, to: (a) extend incentives presently applicable; (b) extend the definition of “métayer” to include a person who, at the commencement of this Act, has been cultivating cane on land leased from the planter for a consecutive period of three crop cycles; (c) make better provision to prevent speculation on agricultural land by including agricultural morcellements in the definition of “agricultural land” and reviewing the minimum plot size for subdivision of land for agricultural purposes; (d)

   These Regulations amend the Land Surveyors (Fees for Survey of State Lands) by revoking and replacing the Schedule, which specifies fees for surveys, including the survey of an agricultural site.

   These Regulations amend the Morcellement Act by repealing the Second Schedule and replacing it by the Schedule to these Regulations. The Schedule specifies processing fees and morcellement fees, including morcellement exclusively for agricultural purposes. fees are based on square metres of land subject to subdivision.

The Tribunal shall hear and determine appeals under section 54 of the Environment Protection Act, under section 7B of the Morcellement Act and under sections 7 and 25 of the Town and Country Planning Act.
