Land is implicated in Madagascar's ongoing economic development and social transformation in many important ways, as key a factor in its quest for economic growth, urbanization, transparent decision-making on land-related foreign investments, environment protection, vibrant and sustainable rural communities, political stability, and social cohesion.

    The tsunami that originated from the Indian Ocean in 2004 wreaked massive destruction, killing more than 130,000 people and displacing half a million individuals in Aceh, Indonesia. More than 800 kilometers of coastline was affected, and close to 53,795 land parcels were destroyed. The land administration system sustained significant damage because documentation of land ownership was washed away along with people's houses and other possessions in the affected communities. Physical boundary markers, including trees and fences, also disappeared.

    FAO (Food and Agriculture Organization of the United Nations) and other development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, civil society, the private sector, donors and development specialists on the responsible governance of tenure. By setting out principles and internationally accepted standards for responsible practices, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions.
