    Land Use Policy Volume 41

Based on government statistics and interviews with villagers across Malawi this article argues that customary matrilineal and patrilineal land tenure systems serve to weaken security of land tenure for some family members as well as obstructing the creation of gender-neutral inheritance of lands. Data from the National Census of Agriculture and Livestock 2007and the 2008 Population and Housing Census are used to characterize marriage systems and landholding patterns of local communities. Marriage systems correspond to customary land-tenure patterns of matrilineal or patrilineal cultures.

Although still at incipient stages in most areas, agricultural land markets in sub-Saharan Africa (SSA) are growing rapidly. While the literature on the region’s land markets is expanding, there has been little attention thus far paid to the drivers of land rental prices. We know quite little about whether and how land markets and land contracts respond to meso-scale factors such as spatial variations in land abundance, or to micro-level factors, such as household land endowments.

This study uses data from the complete computerization of agricultural leases in Malawi, a georeferenced farm survey, and satellite imagery to document the opportunities and challenges of land-based investment in novel ways. Although 1.5 million hectares, or 25 percent, of Malawi's agricultural area is under agricultural estates, analysis shows that 70 percent has expired leases and 140,000 hectares are subject to overlapping claims.

Africa's growing demand for food has been met increasingly by imports from the global market. This, coupled with rising global food prices, brings ever-mounting food import bills. In addition, population growth and changing demand patterns will double demands over the next 10 years. Two key issues must be addressed: (a) establishing a consistent and stable policy environment for regional trade in fertilizers; and (b) investing in institutions that reduce the transaction costs of coordination failures.
