The Proceedings of the 2019 Conference on Land Policy in Africa have been prepared by the African Land Policy Centre (ALPC) and capture the highlights of the Conference.

The period under review covers 20 months under a coalition government, a constitutional crisis and a few months when the president and the prime minister, leading different political parties, jockeyed for position. There was little political progress under the coalition government. The Office of Missing Persons was set up to investigate extra-legal disappearances and initiated some investigations. Parliament approved legislation to set up the Office of Reparations, but this is yet to be operationalized.
In March 2018, The South African Cities Network (SACN) hosted its second Urban Land Dialogues Series in the provinces of Gauteng, Eastern Cape and Western Cape. The dialogues took place during a week when land was receiving widespread attention, as all eyes were on the Gordon Institute of Business Science in Illovo where the President had convened a Summit to discuss details of agrarian land expropriation without compensation policy,Under the overarching theme of inclusive urban land transformation, the aim of these dialogues was to build better shared understandings of the many issues that
AFRA is an independent land rights non-governmental organization that works with black rural people in KwaZulu-Natal who were dispossessed and whose land tenure rights remain insecure. As such AFRA engages with the different programs within Land Reform, one of which is the Restitution Program. AFRA works primarily with three claimant groups, the Boschoek claimants, the Dukuduku claimants and the Gongolo claimants, each described briefly below.

This article sheds light on a series of events that triggered escalating tensions over land and resources in the coastal communities of Lagos, Nigeria. This article provides an in-depth analysis of Nigeria’s laws on expropriation and the processes of acquiring land and compensating landholders in the Lekki Free Trade Zone (LFTZ) case. Specifically, the analysis addresses the following research questions:
A presentation focusing on facts about land and land dispossession in South Africa
The Groningen Centre for Law and Governance (GCLG) and the University of Cape Town collaborated with the Global Land Tool Network and True Price to convene the fourth annual colloquium on Expropriation Law in Cape Town. The annual meetings of this project concentrate on narrowly defined aspects of expropriation, and facilitate discussion amongst international academics and other experts on shared issues in Expropriation Law. The project gives delegates the opportunity to participate on the global platform, alongside leading scholars in the field of expropriation law.

This paper uses District Land and Housing Tribunal (DLHT) as a case study to argue that the principle conceived in the enactment of the law that established the tribunal is far from becoming a reality. It uses data of the past four years to demonstrate that DLHT is overburdened by increment of an average of 2000 pending cases every year. It further shows legal and practical challenges that hinder access to and independence of DLHT. The paper calls for drastic strategic measures to strengthen DLHT in terms of human resources and facilities.
