    Land is the most important asset for many rural Liberian women and men, and is often a family’s primary source of cash income, food and nutritional security, health care, and education. Though women play a central role in agricultural production in Liberia, women’s rights and access to land are often not equal to those of men due to biases in the formal legal framework and customary law.

    Pastoralism has been under pressure due to a number of factors including climate change, population pressure and socioeconomic dynamism. These factors have affected the relationships among different pastoral groups and the functioning of the customary institutions in managing natural resources. Interference of the state structures into pastoral areas, land alienation for large scale investment and delineation of protected area from communal grazing areas have negatively affected the relationships between pastoralists and the state.

    The mainstay of this report, however, is not so much an examination of the extractive industries themselves as an examination of the Mozambican government’s and society’s ability to handle the impacts of these industries and where capacity growth is most urgently needed. In this regard, this investigation looks at three principal areas. The first area is about maximizing the receipts that reach legitimate government coffers. This includes the Extractive Industries Transparency Initiative, which ensures that company and governmentpayments match.

    Mozambique is set to become a world-class natural resource exporter with projections indicating that it will experience rapid increases in windfall revenues over the next several decades and well beyond. While this is welcome news for a low-income country with a substantial proportion of the population below the poverty line, it foreshadows some economic management problems ahead. The main concern is the poor economic record of many other low-income countries with large natural resource endowments.

    The increasing importance of the Wildlife Management Areas (WMAs) in Tanzania, where 17 WMAs are now functioning and 22 others are in various stages of development, begs the question of what successes have been achieved and what challenges remain to be addressed if this Community-Based Conservation model is to be sustained and even scaled up. There has not been a country-wide evaluation of WMAs since the pilot-phase evaluation in 2007 at a time when most WMAs were too new to yield firm projections for the long term.

    Wildlife Management Areas (WMAs) have the potential to benefit both people and wildlife in Tanzania. But are Tanzanian communities earning enough from WMAs to want to protect the wildlife that live on their land? This policy brief addresses this question by examining two WMAs in the Tarangire ecosystem and looking at their performance and revenue streams. This reveals that while communities are earning some income, the WMAs do not yet have enough funds to cover management and wildlife protection costs.

    The Cocoa Research Institute of Ghana (CRIG), with support from the World Cocoa Foundation (WCF) the United States Agency for International Development (USAID), performed the Ghana Land Tenure Baseline Survey, the first of its kind survey of tenure rights among cocoa farmers in Ghana. CRIG surveyed almost 1,800 cocoa farmers operating 3,900 cocoa plots regarding various land tenure issues within customary sharecropping arrangements and on owner-managed land. This report describes the findings from the Survey.

Libyans have been dealing with the consequences of Qadhafi’s rule and the short, destructive civil war that followed his ouster. Due to a long history of property expropriation by the Qadhafi regime and disregard for long-standing customary claims to land in rural areas, issues relating to housing, land, and property (HLP) rights are often the cause of grievances and conflicts.

    Recent stories from Burma and Ethiopia illustrate the contentious issues surrounding the large-scale acquisition of land for agricultural production. In Ethiopia, the government may be re-assessing its policy of granting large tracts of land to investors, reducing the size of initial allocations and increasing the scrutiny of investors' capacity to achieve their proposed plans and fulfill contractual obligations.
