New Zealand has introduced legislation to implement the world's first 'all sectors all gases' emissions trading scheme (ETS) as a way of reducing the country's greenhouse gas emissions. The Scheme is to retrospectively introduce a price for carbon emissions in forestry from 1 January 2008 and will phase in other sectors over time (notably agriculture from 2013). This report develops a methodology for valuing the impact of this change on forest and forest land value.

Publicación revisada por paresFebrero, 2021Australia, Bélgica, Canadá, Micronesia, Estados Unidos de AméricaForest classifications by disturbance permit designation of multiple types of both old growth forests and shorter-lived forests, which auto-replace under severe disturbance, and also identification of loss of the disturbance type and associated forest. Historically, fire and flooding disturbance regimes, or conversely, infrequent disturbance, produced unique forests such as disturbance-independent forests of American beech (Fagus grandifolia), eastern hemlock (Tsuga canadensis), and sugar maple (Acer saccharum) in the Eastern United States.

A community’s choice to give, or withhold, their free, prior and informed consent (FPIC) to a project or activity planned to take place on their land is a recognized right of Indigenous peoples under international law. It is also a best practice principle that applies to all communities affected by projects or activities on the land, water and forests that they rely on.

Land and land reform cover a great range, both in terms of the geographical and development status of the countries considered, and of the variety of perspectives on the issues. The articles in this issue of Land Reform, Land Resettlement and Cooperatives reflect this breadth in a variety of ways. The articles range geographically from the paper addressing land and agrarian reform in Colombia, by Professor Darío Fajardo, to a consideration of the land reforms currently under way in Scotland, by Douglas Macmillan, Ken Thomson and Bill Slee.

This paper reviews various methodologies for forest valuation and describes how they have been used in the preparation of forestry investment projects and programmes. It confirms that many potentially good valuation methodologies exist and it presents summaries of most of the main methodologies used. The document highlights other important considerations that have to be considered in any analysis (e.g. distribution of costs and benefits, different perceptions of value). It also reveals that valuation is not widely used at the moment in forestry project preparation.
