    Laos, officially the Lao People’s Democratic Republic (Lao PDR), is a rapidly growing developing economy at the heart of Southeast Asia, bordered by Burma, Cambodia, China, Thailand, and Vietnam.  Laos’ economic growth over the last decade averaged just below eight percent, placing Laos amongst the fastest growing economies in the world.

    The history of land rights in the Lao People’s Democratic Republic (Lao PDR), hereafter referred to as Laos,  is a history of customary land tenure systems which remain the most prevalent form of land tenure. As social systems, land tenure systems in Laos have been affected by and have adapted to external forces such as neighboring kingdoms, colonialization, geopolitics and war, migration, and global economic trends. Ongoing rapid changes in national socioeconomic conditions and domestic political goals continue to alter the customary tenure landscape.

    This report documents the evaluation of the Cambodian Land Dispute Independent Mediation (CLAIM) project, an independent mediation between Socfin-KCD Co., Ltd. and Coviphama Co., Ltd., known as Socfin Cambodia and five Bunong villages from Busra Commune, Mondulkiri Province, Cambodia. MRLG provided funding for CLAIM. The evaluation was undertaken by the Australian Disputes Centre (ADC) in 2022.

    The Thailand Land Titling Project is an outstanding success story of inter-agency cooperation and received the World Bank Award for Excellence in 1997. It was designed as a four-phase project over 20 years and will finish in 2004. The project partners the Royal Thai Government, the Bank, and the government of Australia provided funds and personnel, with the Australian Agency for International Development (AusAID) supplying technical assistance and training programs to the Department of Lands (Thailand).

These areas have been designated for development pursuant to special legal and regulatory frameworks. SEZs can play a useful role in a country’s economic development strategy. However, in many instances, their establishment results in the dilution of legal protections for human rights and the environment.

    Most tea in Laos is produced by smallholder farmers, who benefit from highly suitable growing conditions and strong demand for sought-after varieties from the vast Chinese market. However, the sector faces many challenges to achieve its full potential. A key barrier in the northern provinces has been the tendency towards monopsony trade concessions, in which the production of a whole district can be under exclusive control of one buyer.
