    The research aims to develop a legal and policy framework that will facilitate integration of environmental protection with socio-economic activities during land use decision-making, as a mechanism to achieve sustainability. A statutory duty of care, with respect to land use, would make it clear that land owners or occupiers have definite responsibilities to protect and enhance the sustainability of the land that they use or manage; it would aim to reverse existing land degradation, or include a duty to inform other land owners or the state about some kinds of foreseeable degradation.

    The elements of Land Administration in Kenya are very fragmented and independently operated
    within the Ministry of Lands. During institutional reform there is opportunity to provide a much

    Informal systems for land delivery, which have in many cases evolved from earlier customary practices, still account for over half the land supplied for housing in African cities and are a particularly important channel for the poor. This study examines how informal systems of housing land delivery operate in six African cities discussing how they are evolving and how they interact with formal land administration systems.

Africa is now at a crossroads, from which it can take concrete steps to realize its potential or continue to lose competitiveness, missing a major opportunity for increased growth, employment, and food security.     Africa's growing demand for food has been met increasingly by imports from the global market. This, coupled with rising global food prices, brings ever-mounting food import bills. In addition, population growth and changing demand patterns will double demands over the next 10 years. Two key issues must be addressed: (a) establishing a consistent and stable policy environment for regional trade in fertilizers; and (b) investing in institutions that reduce the transaction costs of coordination failures.

    Following the example of Tiffen et al. on Machakos, Kenya, new macro-based evidence was collected in Machakos, the neighbouring Kitui district and in Benin, Cameroon and the Philippines, to assess the factors à la Boserup, inducing transitions towards sustainable land management, such as terracing, stone bands etc. We find that relative scarcity of land can be seen to induce technical changes, in the sense of Hayami & Ruttan, that correspond to the new
    relative scarcity, making higher man-land ratios the optimal choice.
