    Constrained access to land is increasingly recognized as a problem impeding rural household welfare in densely populated areas of Africa. This study utilizes household and parcel level data from rural Kenya to explore the linkage between land access and food security. We find that a 10% increase in operated land size would increase household total food consumption per capita, cereal consumption per capita, non-cereal consumption, and home produced food consumption by 2.6%, 2.1%, 2.7% and 5.4%, respectively.

On the contrary, recent studies show that many rural Africans live in increasingly densely populated areas where all arable land is allocated or under cultivation.     Africa's growing demand for food has been met increasingly by imports from the global market. This, coupled with rising global food prices, brings ever-mounting food import bills. In addition, population growth and changing demand patterns will double demands over the next 10 years. Two key issues must be addressed: (a) establishing a consistent and stable policy environment for regional trade in fertilizers; and (b) investing in institutions that reduce the transaction costs of coordination failures.

    In Kenya, insecure land tenure and inequitable access to land, forest and water resources have contributed to conflict and violence, which has in turn exacerbated food insecurity. To address these interlinked problems, a new set of laws and policies on food security and land governance are currently being introduced or designed by the Government of Kenya. The new Food Security Bill explicitly recognizes the link between food security and land access, and the 2012 land laws target the corrupt system of land administration that made much of Kenya’s land grabbing possible.
