    When the Canadian company Bedford Biofuels (BB) started talks with local ranch owners in Tana Delta district (Kenya) about subleasing their land for a large jatropha plantation, they were not the first ones to come to the region for a large-scale agricultural project. Nor were they the first to explore the possibilities of starting a jatropha plantation in Kenya’s coastal area.

    Large-scale land acquisition in Africa has been the concern and the focus of growing global literature on land grabbing. The upswing in biofuel investments in Ghana led to large-scale land acquisitions by the private sector presided over by chiefs. This research investigates how chiefs, in playing their traditional roles in the acquisition of land and as arbitrators, were, in most instances, the cause and the solution to the ensuing conflicts in the various communities. Data was collected through interviews, use of questionnaires and focus group discussions.

The RETA objective is to foster more effective infrastructure development in the region through the improvement of land acquisition and resettlement (LAR) practices.This country assessment entailed an analysis of project documents, a review of national legislation and questionnaires/interviews with representatives of state agencies, and LAR-affected communities.

    Large-scale agricultural land acquisitions might entail substantial welfare implications for the affected rural population. Whether the impacts are indeed as devastating as the popular notion of "land grabs" would suggest depends on a number of factors, including the size of compensation payments, productivity spillovers on smallholders, employment opportunities for displaced farmers, and changes in food prices.

    Large-scale agricultural land acquisitions have been covered substantially in recent literature. Despite the wealth of theoretical and empirical studies on this subject, there is no study that has reviewed existing literature in light of concerns over sustainable and equitable management. This study fills the gap by analyzing and synthesizing available literature to put some structure on existing knowledge. The paper has a threefold contribution to the literature. First, it takes stock of what we know so far about the determinants of land grab.

    Large-scale land acquisitions have increased in scale and pace due to changes in commodity markets, agricultural investment strategies, land prices, and a range of other policy and market forces. The areas most affected are the global “commons” – lands that local people traditionally use collectively — including much of the world’s forests, wetlands, and rangelands. In some cases land acquisition occurs with environmental objectives in sight – including the setting aside of land as protected areas for biodiversity conservation.
