This paper argues that pastoral commons are under increasing pressure not just from overuse by pastoralists themselves, but from land management policies. Since colonial times, these have been based on a persistent misconception of the nature of pastoral economies and combined with increasing land alienation and fragmentation through government policies and covert privatisation of pastures.

textabstractRural politics in the time of global land grabs and neoliberal agricultural development have received much international attention. However, the processes at work in the post-socialist countryside (such as in Russia and Ukraine) are rarely addressed in the critical agrarian studies debates. The prefix ‘post-’ in post-socialist and post-Soviet studies is often associated with lagging behind. This doctoral study demonstrates that the analysis of rural politics in these settings can generate new insights about contemporary changes in the agrarian world.

markdownabstractThis article analyses the key pillars of the neoliberal policies as well as their impact on agrarian change on a world scale. Since the beginning of the 1980s various countries started to dismantle the developmentalist and protectionist state by intensifying their links with the world economy. The „imperative of the market‟ became the principal force of agrarian change and the state. The neoliberals argued that the developmentalist policies had an „urban bias‟ favouring industry and plundering agriculture.

The Netherlands is an important actor in the floriculture sector worldwide. Many Dutch flower companies have in recent years established businesses in the Global South as a result of favourable climatic conditions, available land and water resources, and the presence of cheap labour. With the aim to stimulate investments in developing countries (e.g., in the context of the Private Sector Investment programme) some companies were further incentivized by the Dutch government to start up their business through development-related subsidies or favourable loans.

The Organising Committee of the Dutch Land Governance Multi-Stakeholder Dialogue has commissioned an investigation into the need and possibility to develop a protocol on fair compensation in cases of legitimate land tenure changes, with a focus on expropriation. This is in line with the Ministry’s role in the Land Governance Multi-Stakeholder Dialogue. This dialogue involves government, civil society, business, finance and academia.
