Land administration constitutes the socio-technical systems that govern land tenure, use, value and development within a jurisdiction. The land parcel is the fundamental unit of analysis. Each parcel has identifiable boundaries, associated rights, and linked parties. Spatial information is fundamental. It represents the boundaries between land parcels and is embedded in cadastral sketches, plans, maps and databases. The boundaries are expressed in these records using mathematical or graphical descriptions. They are also expressed physically with monuments or natural features.

These difficulties are related to the high transaction cost, long transaction times, and procedural rigidity of land registration processes. In response to these problems, innovative approaches of tenure documentation have been conceived at a global level and are being promoted in many countries of the global south.

This paper reviews the scholarly literature discussing the effect(s) of land registration on the relations between land tenure security and agricultural productivity. Using 85 studies, the paper focuses on the regular claim that land registration's facilitation of formal documents-based land dealings leads to investment in a more productive agriculture. The paper shows that this claim is problematic for three reasons. First, most studies offer no empirical evidence to support the claim on the above-mentioned effect.

In essence, the Netherlands and England & Wales answer this question in the affirmative. The only thing that stands in the way of anyone accessing this information in the land registry is the payment of a small fee. In Germany, on the other hand, access to this personal data is restricted to the person who can show a legitimate interest in the information.

This creates both risks and opportunities for prospective land holders, resulting in a tangle of insecure land rights and claims under multiple tenure systems. Recently, innovative land tools have been proposed and implemented to formalize land tenure. It is envisaged that tenure security for land holders will increase and in turn contribute to poverty reduction.

The orthodox narrative, embraced in toto by organisations such as the World Bank, is that formal property rights mitigate the risks of these land acquisitions and allow the poor to access the benefits of these acquisitions.
