    This report is an extended analytical essay, on the perverse outcomes of statist interventions into customary land management practices over a huge area that has been managed sustainably and productively by Tibetan pastoralists for 9000 years. Building on the many reports on sedentarisation, and removal of pastoral nomads from their pastures, this report takes a wider perspective, seeking to understand how the current collapse of the pastoral mode of production came about, and what the future prospects are for the depopulating pastoral landscapes of the Tibetan Plateau.

    This paper identifies sixteen cases of large-scale actions in the agriculture and forestry sectors that have adaptation and/or mitigation outcomes, and distils lessons from the cases. The cases cover policy and strategy development (including where climate-smart objectives were not the initial aim), climate risk management through insurance, weather information services and social protection, and agricultural initiatives that have a strong link to climate change adaptation and mitigation.

    Sedge dominated peatlands do not rehabilitate well after being drained for rangelands and specific approaches are required in order to restore these sites. Restoration by blocking drainage canals aims to recover peatland functions, principally by raising the water table. Field surveys in Ruoergai, China identified the status of peatland degradation and satellite image analysis concluded that most of Ruoergai's peatlands are degraded mainly due to drainage and overgrazing.

    Degradation of the dry semiarid ecosystems in the Mu Us Sandy Land of north central China was explored using high-resolution satellite images from 1978, 1987 and 1996. This study monitored both changes in grassland biomass production and reclamation activities to detect the nature and scale of land degradation since major economic reforms were introduced in 1978. The position of the high-resolution images within the vegetation cycles was inspected from National Oceanographic and Atmospheric Administration (NOAA) NDVI images at 10-day repetition and seasonal precipitation patterns.
