As the global population continues to urbanize, increasing pressure is put upon urban centers and the carrying capacity of the already built-up areas. One way to meet these demands is horizontal expansion, which requires new lands to become incorporated into urban centers. In most cases, this demand is met by converting peri-urban land into urban land as the urban center expands. These processes of expansion into the peri-urban, however, create tension regarding land use and land rights, and may foster tenure insecurity if not well managed.

The fast-paced urbanization of recent decades entails that many regions are facing seemingly uncontrolled land-use changes (LUCs) that go hand in hand with a range of environmental and socio-economic challenges. In this paper, we use an integrated cellular automata–Markov chain (CA–MC) model to analyze and predict the urban expansion of and its impact on LUC in the city of Bahir Dar, Ethiopia. To this end, the research marshals high-resolution Landsat images of 1991, 2002, 2011, and 2018.

This study analyzes urban expansion and the peri-urban land tenure security situation in Amhara National Regional State of Ethiopia, taking Bahir Dar and Debre Markos as case studies. To detect the extent of urban expansion, data from Landsat satellite images were analyzed using ERDAS IMAGINE, ENVI, and ArcGIS segmentation, classification, and mapping tools. The land tenure security situation was assessed through interviews with local farmers.

Land is a cross-cutting theme in most contemporary development challenges. Contemporary literature shows that land governance benefits the broader administration and governance of society. Tools enabling evaluation of land governance, however, are often focuses on national or supranational levels. Ethiopia provides a case in point: rapid urbanization and urban poverty are an issue; however, limited studies assess urban land governance from a multi-stakeholder perspective. Citizens and government representatives at different levels are the sources of information.
