Efforts to thwart the trafficking of conflict commodities to finance wars constitute an ongoing endeavour. As specific approaches become effective for certain commodities, belligerent actors pursue new forms of exploitation. The trafficking of housing, land and property (HLP) rights in war zones has now reached a pervasiveness, lucrativeness and severity to warrant significant attention on the derivation of countermeasures.

The ongoing use of landscape-based conflict commodities — diamonds and other minerals, timber, wildlife, etc. — to finance wars continues to evolve. The success with which such commodities can be transacted to support militaries, militias and insurgencies has led belligerents to innovate with additional commodities. Housing, land and property (HLP) rights within war zones have belatedly joined the list of conflict commodities that are subject to transaction, and to such an extent as to warrant significant concern.

The 2012 Census of Agriculture (CA) reported 5.56 million farms/holdings1 covering 7.19 million hectares, which translated to an average area of 1.29 hectares per farm/holding. The number of farms/holdings increased from 1980 to 2012 by 62.6 percent as the average area of farms/holdings decreased from 2.84 hectares per farm/holding in 1980 to 1.29 hectare per farm/holding in 2012. This could be accounted to the partitioning of farms/holdings from one generation of agricultural holders/operators to their succeeding generation.

The author develops a theoretical framework to guide empirical analysis of how land registration affects financial development and economic growth. Most conceptual approaches investigate the effects of land registration on only one sector, nut land registration is commonly observed to affect not only other sectors but the economy as a whole. The author builds on the well-tested link between secure land ownership and farm productivity, adding to the framework theory about positive information and transaction costs.

Using an economy-wide conceptual framework, the author analyzes how land registration affects financial development and economic growth in Thailand. He uses contemporary techniques, such as error correction and co-integration, to deal with such problems as time-series data not being stationary. He also uses the auto-regressive distributed lag model to analyze long lags in output response to changes in land registration. His key findings: 1) Land titling has significant positive long-run effects on financial development.
