These Regulations implement the requirements of the Directive 2011/92/EU as amended by 2014/52/EU for environmental impact assessment procedures in the context of the nationally significant infrastructure regime which extends to England and Wales and for limited purposes to Scotland. To the extent that these Regulations implement the Directive in relation to this regime, they extend to Wales and Scotland.
This Order sets forth the provisions for organization of nature reserve (Annex 1), biosphere reserve (Annex 2), national park (Annex 3), landscape park (Annex 4) and protection of the territory of the aforesaid protected areas. It defines the tasks, content, procedure for the development, approval and implementation of the Project for the organization of the territory of the aforesaid protected areas and the protection of their natural complexes. The afore-mentioned requirements shall be mandatory in the process of development, approval and implementation of the land-use planning project.
The present Regulation establishes the mechanism of elaboration of the land use planning projects on the territories of protected areas, and territories of recreation and cultural heritage. The aforesaid land use planning projects shall be elaborated in conformity with: 1) decision by rural administration, local self-government, regional, district of city administration authorized to make decisions as regards the allotment of the plots of land; 2) contract concluded between landowner, land tenant and the developers of the land use planning projects; 3) sentence of the court.

These Regulations amend the European Communities (Environmental Impact Assessment) (Agriculture) Regulations 2011 in various provisions relating to, among other things, application for a screening decision, documents that shall accompany the application, the follow-up on a decisions by the Minister and information for the environmental impact statement. Regional state nature reserve “Dolgaya polyana” (Long clearing) shall be classified as complex, constituted with a view of conservation of natural ecosystems and objects of historical and cultural heritage of regional significance. The following activities shall be prohibited: (a) land reclamation and irrigation; (b) soil disturbance; (c) all types of hunting; (d) gathering of zoological, botanical and mineral collections; (e) application of toxic chemicals, mineral fertilizers and pesticides; and (f) burning of vegetation.
This Regional Decree establishes that state nature reserve “Chulpan” shall be classified as cultivated land (landscape) protected area constituted for the purpose of conservation of cultivated land and land reclamation area as a reference model erosion-resistant ecologically balanced agriculture in water erosion zone.
