    Inequality in land ownership remains a major issue in many developing countries, such as Brazil, Colombia, and South Africa. Donors advocate a new model of "willing-buyer/willing-seller\", market-led land redistribution, but actual redistribution has fallen short of expectations. Little effort has been made so far to formalize the obstacles to market-led land redistribution.

    As of 2017, SGP has awarded over 3,800 small grants to land degradation projects in over 120 countries, many of which are in regions with extreme levels of poverty and food insecurity across Africa and Latin America. Africa, in particular, is experiencing the highest population growth of the developing world, while being exposed and vulnerable to the rising impact from climate change.

    Agriculture influences and shapes the world’s ecosystems, but not always in a positive way. More than 2.5 billion people are globally involved as stewards of land and water ecosystems that constitute the natural resource base for feeding the current and future world population. Yet, conventional agronomic interventions based on ‘hard’ agricultural engineering compromise various eco-services that are required for sustainable agricultural development.

    The interface between environment and conflict has gained traction in policy and security circles in recent times. Growing scholarly interest on the linkage stems from increasing awareness on the role climate change plays in precipitating resource contestations and conflict over depleting natural resources, particularly in poor regions. Such impacts sometimes result from secondary consequences of environmental decline and resources scarcity which give rise to stiff competitions over access to available resources.

    Urban agriculture is said to be increasing with global urbanization. However, there is little examination of the temporal or spatial dynamics of urban agriculture. We investigated the benefits and challenges experienced by community gardeners in four towns in South Africa, along with GIS analysis of the number, area, and location of urban food community gardens over the last three decades. Common reasons for practicing community gardening were cash poverty (37%) and the need to grow food (34%).

    In recent decades, many countries in sub-Saharan Africa have pursued national water permit systems, derived from the colonial era and reinforced by “global best practice.” These systems have proved logistically impossible to manage and have worsened inequality in water access. A new study conducted by the International Water Management Institute (IWMI) and Pegasys Institute, with support from the UK government, traces the origins of these systems, and describes their implementation and consequences for rural smallholders in five countries – Kenya, Malawi, South Africa, Uganda and Zimbabwe.

    The 2017 South African Urban Conference took place at the Moses Mabhida Stadium, Durban on 30 October 2017. It was hosted by the South African Cities Network (SACN) in collaboration with the Departments of Human Settlements (DHS) and Cooperative Governance (DCOG), the National Treasury, the South African Local Government Association (SALGA), South African Council for Planners (SACPLAN), and the Ethekwini Municipality.

    The papers in this volume take a city perspective and provide both a critical reflection of and a pragmatic response to what cities are able to do given their current mandate and powers. The first paper begins by considering what the TOD agenda means for the urban poor. It questions whether TOD can adequately address the existing land challenges in South African cities, given the politics of land inequality and the skewed property markets.
