    Belarus has preserved its third position in Registering Property in the World Bank’s Doing Business 2014 report. Constant improvement of property registration procedures has allowed Belarus to achieve that. The Registering Property indicator takes into account three factors: the number of procedures required to transfer rights to property, the time spent on completing all the necessary procedures and the cost of procedures. From ”The Earth Summit“ in Brazil 1992 sustainable development recognized by almost all societies as one of the major global goals.

    There are important relationships between the urban sprawl process and economic growth. They are usually expressed through spatial relations and changes taking place in the local, regional and national economy. The temporal and spatial dimension, including dispersed location, are the determinants of development and economic growth. Therefore, the urban sprawl phenomenon and the related location, hypothetically conditioning economic growth, should be subject to macroeconomic research. The article examines how urban sprawl affects the national budget and national economic growth.

    Sustainable development is socioeconomic growth that integrates political, economic, and social measures alongside environmental protection to meet the needs of communities and citizens without compromising the ability of future generations to meet their needs. The sustainable development concept was initially based on three main pillars: environment, economy, and society. In successive years, this concept has been expanded to include new pillars. The awareness of these changes has influenced our research interests.

    National parks have been adopted for over a century to enhance the protection of valued natural landscapes in countries worldwide. For decades, China has emphasized the importance of economic growth over ecological health to the detriment of its protected areas. After decades of environmental degradation, dramatic loss of biodiversity, and increasing pressure from the public to improve and protect natural landscapes, China’s central government recently proposed the establishment of a pilot national park system to address these issues.

    The paper has two main applications: it represents a model for pricing – which might be used by investment funds, or other organizations interested in agricultural land acquisitions; the interest is in buy/sell transactions - a financial mechanism could be created to facilitate these transactions. For example, the creation of a Land Bank or to attract land banking investment funds, which would have the goal to improve the transaction system, develop financial tools necessary for increasing efficiency, improving financial structure.

The technical, economic, legal, social, methodological aspects of the elaboration and implementation of the specific IT systems as subsystems for the recording and management of real estate are studied.

    It has often been stated that land fragmentation and farm structures characterized by small agricultural holdings and farms divided in a large number of parcels have been the side-effect of land reform in Central and Eastern Europe. This article reports the findings of a study of land reform in 25 countries in the region from 1989 and onwards and provides an overview of applied land reform approaches. With a basis in theory on land fragmentation, the linkage between land reform approaches and land fragmentation is explored.

    Most transition countries in Central and Eastern Europe (CEE) face enormous challenges in developing a viable land structure, requiring a set of measures which is unprecedented in its scale and intensity to speed up this process. Analysis of policy initiatives in CEE countries illustrates that options for solving fragmentation and small scale of farms have concentrated on particular instruments like land consolidation and land banking.

    The most important area of the common agricultural policy of the European Union (EU) is the sustainable development of rural territories. This issue is the priority for EU countries due to a number of factors (migration of rural population, low incomes in rural areas, deterioration of quality of soils and waters, loss of biodiversity, etc.) that negatively affect the development of rural areas. The experience of the EU in implementing the policy supporting rural development was analyzed, as well as change of goals and priorities of this policy within different programme periods.

    In article is considered the existing system of documents of socio-economic planning of administrative and territorial units of the Republic of Belarus.
