This booklet arises from GLTN’s work on Islamic dimensions of land which began in 2004 with the commissioning of research leading to Sait and Lim’s “Land, Law and Islam: Property and Human Rights in the Muslim World” (London: Zed Press/UN-Habitat, 2006). Based on this research a training course on “Islamic Land, Principles and Housing Rights in the Muslim World” has been produced in 2010. This booklet was translated into Arabic language in 2014

How do we measure the success of agrarian transformation? Land reform, in- terpreted in the transition context as privatization of land with the associated is- sues of land market development and the restructuring of traditional large farms, is only one facet of a multi-dimensional process of transition to a market-oriented agriculture. However important land reform is, success requires progress in all relevant dimensions.

This paper examines the roles of the state, international organisations and the public in pastoral land reform in the Central Asian republics and Mongolia. In recent years new legislation has been passed in most of these countries, often driven by environmental concerns. In the development of these laws, international organisations tend to promote common property regimes, whilst governments usually emphasise individual security of tenure, each using environmental arguments taken from quite different bodies of theory.
