This study assesses the determinants of forest land allocation to households in the forest tenure reforms in China in the period 1980-2005 using data from three provinces in Southern China; Fujian, Jiang Xi and Yunnan. Furthermore, it assesses the current level of tenure security on forest land and how this tenure security is affected by past and more recent policy changes.

Land Use Policy Volume 91
Publicación revisada por paresFebrero, 2020China, Noruega, Rusia, Estados Unidos de AméricaUnderstanding stakeholder power relations—such as between land sellers, land buyers, and local governments—is crucial to understanding Land Value Capture (LVC). While scholars have focused on stakeholder relationships through approaches such as stakeholder salience, stakeholder interaction, stakeholder value network, and stakeholder multiplicity, much research either places insufficient focus on power or only stresses partial attributes of power. As a result, the role of power relations among key stakeholders in LVC remains insufficiently explored.

The problems of agricultural land (AL) market state regulation have been analyzed, including the shortcomings of the new law concerning withdrawal of land plots from lands of agricultural purpose in case of non-use of them for the intended purpose. The law considers land as the land of natural and legal persons, but not concern land shares, which occupy in the structure of vacant land of about 50%. This gap needs to be bridged. A more careful approach is needed for the identification and definition of cadastral cost of land.

This paper argues that Russia's choice of economic organization, which is based on the renewed role of the state, is a response to the existence of severe transaction costs, and subsequent mitigation of contractual incompleteness in the absence of a strong property rights system. Ill-defined property rights have historically hampered formation of business classes in Russia, reducing the necessity for appropriate market infrastructure.

This guide is about making the recording or registration of tenure rights more relevant to people who hold those tenure rights, and particularly to people who are currently poorly served by systems to record or register tenure rights. It provides practical advice on ways to improve the recording of tenure rights, including by addressing barriers that prevent people from using recording systems.

The paper explains why these changes have occurred and why there are large differences among transition countries in the extent and the nature of the remaining distortions.

Securing Stability and Growth
Informes e investigacionesRecursos y herramientas de capacitaciónJunio, 2011Rusia, Europa, Asia centralRussia has seen even higher oil windfall in the past few months, which translates into likely fiscal surpluses this year and next. The government should not miss the opportunity provided by a large oil windfall to substantially improve its long-term fiscal position, further reduce inflation, and, therefore, ensure a strong basis for durable stability and healthy growth in the future. Rising domestic demand and credit activity are increasingly supporting solid growth.

During the past two decades agrarian (‘land and farm’) reforms have been widespread in the transition economies of Eastern Europe, the Caucasus and Central Asia (EECCA), following earlier ones in Asia (China and Vietnam). However, independent family farms did not become the predominant sector in most of Eastern Europe. A new dual (or bi-modal) agrarian structure emerged, consisting of large farm enterprises (with much less social functions than they had before), and very small peasant farms or subsidiary plots.

In recent years, local people and rural communities have assumed increasing prominence in strategies for natural resource management. This paper briefly reviews some of the central legal issues that are associated with this shift. In doing so, its goals are limited. It does not ad dress fundamental questions about when, where and what kind of management works, nor attempt to identify the political, social, economic and environmental ingredient s for success – subjects on which there is a huge, if still inconclusive, literature.
