These Regulations implement provisions of the Special Economic Zones Act and concern the designation and administration of special economic zones. They also provide with respect to environmental impact assessment, land use planning, sustainable development and prohibition and monitoring of activities within designated zone that have an impact on the environment. A proposal for the designation of an area as a special economic zone may be submitted by any person to the Special Economic Zones Authority.

These Regulations, made by the Minister under sections 117(2A) and 162 of the Local Government Act, amend the Local Government (Exemption from Building and Land Use Permit) Regulations 2015 in the Schedule to the principal regulations by deleting the words “(Individual)”, “(Self-employed)” and “(Individual/Homebased)” wherever they appear. The Schedule sets out "classified trade", which are generally exempted from applying for a Building and Land Use Permit.

As to guardianship of women and children, certain powers and restrictions are placed un guardians regarding agricultural crops and livestock. A guardian is forbidden from selling land or permanent crops which are under his protection. As for inheritance, women are allowed to inherit except clan land.
