These Regulations implement provisions of the Special Economic Zones Act and concern the designation and administration of special economic zones. They also provide with respect to environmental impact assessment, land use planning, sustainable development and prohibition and monitoring of activities within designated zone that have an impact on the environment. A proposal for the designation of an area as a special economic zone may be submitted by any person to the Special Economic Zones Authority.

These Regulations of the National Land Commission, made under section 36 of the National Land Commission Act, 2012, concern correction of historical land injustices that occurred in a period between 1895 and 2010. Pursuant to Article 67 (2) (e) of the Constitution and section 15 (1) of the National Land Commission Act, 2012, the Commission may initiate investigations on its own initiative or upon a complaint into historical land injustices and recommend appropriate redress.

Control shall be carried out through a licensing system, inspections and enforcement measures. These Regulations implement provisions of the Survey Act with respect to the Land Surveyors Board, the Standing Committee on Geographical Names, the examination and issue of licences, land survey operations, government land surveys and resolution of disputes. The Regulations also provide for the reservation of land in case of survey for purposes of alienation of government land in coastal areas and near to lakes or tidal rivers.

These Rules amend the Registered Land Rules in the Third Schedule. The Third Schedule prescribes forms for purposes of the Registered Land Act. Form R.L. 7 is amended by deleting the attestation clause and substituting therefore a new clause. This form concerns transfer by personal representative of a deceased person to person entitled to become proprietor under a will or on an intestacy and the declaration of the transferees that they hold that interest as proprietors in common undivided shares.
