This Act adds a new Chapter to the Liberian Code to create the Liberian Land Authority. The Authority shall be a body corporate and shall be governed by a Commission. The primary mandate of the Authority is to develop policies on a continuous basis, undertake actions and implement programs for land governance.

This Act amends the Shooting and Fishing Leases Act by replacing section 18. That section grants power to the Minister to make regulations for the purposes of this Act, and, in particular, but without prejudice to the generality of that power, may make regulations – (a) for the levying of charges and the taking of fees; (b) amending the Schedule. Regulations made under this section may provide that any person who contravenes them shall commit an offence and shall, on conviction, be liable to a fine not exceeding 20,000 rupees and to imprisonment for a term not exceeding one year.

It also determines the nature and ambit of the special risks that the Company may underwrite and the role of the State in the short-term insurance industry as regards special risks and to reduce the reinsurance risk exposure of the State. One of the risks that may be covered is loss in respect of a mortgage loan. Risks may arise from political strife or public disorder.

This Ordinance makes provision with respect to the compulsory acquisition of lands for public purposes and compensation for such acquisition to the landowner. It sets out the procedure for such acquisition and subsequent registration of land. The Governor may be required to purchase the rest of a piece of land if only a part was acquired and the rest is rendered useless to the owner. It shall be lawful for the Minister to resell any land purchased under this rule. The Ordinance also makes provision for resolution of disputed regarding compensation, etc.
