    In spatial planning and environmental management, maps are found very helpful in many situations, but in other situations they may also deepen conflicts or be ignored. This paper addresses the question what explains such phenomena, with particular emphasis on, and reference to, collaborative policymaking settings in the Netherlands. We have elaborated the concept of ‘frames’ and ‘framing’ to structure and analyze the function of maps in the context of deliberative policymaking.

    Mounting exclusionary forces have made the task of achieving equity in urban land delivery more elusive than it has ever been. Statistics show that, in practice, most land for urban development (especially that occupied by the poor) is supplied outside state regulatory frameworks and there is overwhelming evidence of the importance of secure access to land and housing to the livelihood strategies of poor urban households.

    The reform of collective land ownership in post-socialist contexts offers a useful window into how changes in property rights shape and structure the dynamics of territorial transformation. Focusing on China's rural revitalization campaign, this paper demonstrates how the state, as creator and regulator of land rights and property titles, facilitates landscape change by relaxing regulations over the lease of rural land and creating market institutions that favour land transfers to organized capital, in this case tourism companies and property developers.

    Indonesia's land reform: Implications for local livelihoods and climate change

    One of the main components of Indonesia's Just Economy policy is extensive and rapid land reform, which targets about 12% of the country's land area for redistribution to farmers and communities by 2019. Much of the reform is occurring on forest land. At the same time, the country has pledged a significant reduction of its greenhouse gas emissions by 2030, two thirds of which is to be achieved from forests. Hence agrarian reform potentially conflicts with emission reduction commitments.

    Sudden and gradual land use changes can result in different socio-ecological systems, sometimes referred to as regime shifts. The Lao PDR (Laos) has been reported to show early signs of such regime shifts in land systems with potentially major socio-ecological implications. However, given the complex mosaic of different land systems, including shifting cultivation, such changes are not easily assessed using traditional land cover data. Moreover, regime shifts in land systems are difficult to simulate with traditional land cover modelling approaches.

    This paper deepens the economic analysis of the effects of land consolidation – reduction of land fragmentation. It does this in the context of rural Vietnam, studying whether land consolidation promotes or hinders the Vietnamese government's policy objectives of encouraging agricultural mechanization and stimulating the off-farm rural economy. The analysis views land consolidation as a form of technical change, making it possible to apply the rich insights developed in the economic literature on that subject.

    In the complex agro-ecological conditions of Vietnam's northern borderlands, attempts by ethnic minority farmers to create sustainable livelihoods, along with the impacts of state development policies, have direct consequences for land use and land cover (LULC) change. In this paper we analyse the degree to which LULC has changed and diversified from 1999 to 2009 in Lào Cai Province and the underlying relationships with ethnic minority livelihood diversification strategies.

    Advocates have long claimed that a regional land use planning approach achieves gains in equity, efficiency, and environmental protect, but few studies have empirically tested these claims. In this case study of a regional planning process in a weak mandate state, we find that the regional plan would have produced better land use outcomes, but its impact was severely limited by political conflicts at the county level, a recession that necessitated cuts to non-mandated services, and a lack of state leadership around regional planning.

    Complex changes in carbon sources and sinks caused by rapid urbanization have been observed with extensive changes in the quantity, structure, and spatial pattern of land use types. Based on the modified Carnegie-Ames-Stanford Approach model and on gray relational analysis, we analyzed the influence of land use changes on carbon sinks and emissions in Guangzhou from 2000 to 2012. The aim was to identify suitable options for built-up land expansion that would allow for minimal carbon losses.
