Target 1.4 of the UN Sustainable Development
This target’s inclusion under SDG Goal 1, on “ending poverty in all its forms,” signifies a new global recognition that secure land tenure should be a central strategy in combating poverty. However, this land agenda has not been prominent in recent SDG reporting processes of governments.
This paper is an abridged version of an earlier scoping study entitled Sri Lanka Country Report: Land Watch Asia Study prepared in 2010 by the Sarvodaya Shramadana Movement through the support of the International Land Coalition (ILC). It is also written as a contribution to the Land Watch Asia (LWA) campaign to ensure that access to land, agrarian reform and sustainable development for the rural poor are addressed in development.
The Association of Southeast Asian Nations (ASEAN) was
established on 8 August 1967 in Bangkok by the five
original Member Countries, namely, Indonesia, Malaysia,
Philippines, Singapore, and Thailand. Brunei Darussalam joined on

This framework aims to help civil society organisations to monitor land reforms. It identifies indicators on outcomes on land tenure and access to land that will help CSOs critically examine whether the rural poor’s land tenure is more secure, and whether their access to land has been enhanced.
This issue brief is an abridged version of the VGGT discussion paper, “The Voluntary Guidelines on the Governance of Tenure of Land, Fisheries, and Forests in the context of National Food Security (VGGT) and the Proposed National Land Use and Management Act (NLUA)” that analyzes to what extent the salient principles and recommendations of the VGGT are substantially reflected in the National Land Use Act/NLUA (House Bill 108).
This publication contains the struggles of four cases presented by the aggrieved communities in Cambodia, Indonesia, and the Philippines, and deliberated by an international panel of experts during the Asian People’s Land Rights Tribunal. These cases have all exhausted various grievance mechanisms, seeking justice for the violations committed on people’s land and human rights.
