Preliminary Research Findings
Informes e investigacionesSeptiembre, 2001ZambiaThis study relates to an on-going debate as to whether customary African land tenure must be reformed or converted to a statutory, individualised land tenure system (often referred to as a ‘titled’ system) as a pre-requisite to agricultural development. Past arguments in favour of titling claim that traditional tenure is insecure for the small farmer and thus creates disincentives for land improvements; that it prevents land from being used as collateral for credit; and that it prevents the transfer of land from inefficient users to efficient ones.

Istitution, governance and policy process
Informes e investigacionesJunio, 2001MozambiqueThe concept of use and benefit from natural resources for local communities in Mozambique occupies a central position in the formal government vision for rural development and has been given prominence in the policies that govern access to land use rights and forest and wildlife resources. There are constitutional guarantees that recognise rights to land that have been acquired through occupation or inheritance through customary systems of allocation, and enabling legislation that permits the registration of these hitherto ‘informal’ rights.

More irrigated land is devoted to rice than to any other crop. A method to save water in irrigated rice cultivation is the intermittent drying of the rice fields, known as alternate wet/dry irrigation (AWDI). This report reviews previous studies in AWDI, with a focus on mosquito vector control, water saving, and rice yields. Examples are provided from a number of countries.

Volume 1 of the study on Hydro-Institutional Mapping of the Olifants River Basin. This study aims to give an overview of water users and influences on water use by institutions in the Steelpoort river basin, a sub-basin of the Olifants. Describes a general methodology and framework for setting out the HIM for a river basin and presents findings from case studies in the basin. The hydro-institutional interactions among all types of water users in a South African river basin are also described.
