    This report presents the results of the multi-country assessment carried out in 17 countries across the world.     Land – its access, control and ownership – lies at the heart of power relationships within Uganda. The struggle for land is deeply intertwined with the struggle for women’s rights. Women’s access to and control over resources and economic decision making is fundamental to the achievement of their rights. Despite some progress, inequality between women and men in ownership and control of land remains stark. Women’s rights organisations (WROs) in Uganda have identified changing patterns of land use as a major problem affecting women across the country.

    On March 23rd, at the World Bank’s Land and Poverty Conference 2018 in Washington D.C., LANDac hosted the Master Class Land governance from the bottom up: including local communities in multi-stakeholder processes. With the Master Class, LANDac aimed to build on discussions held during the World Bank Annual Conference that often highlighted the need for policymakers, academics and practitioners to better adapt interventions around land governance to the local context and situation. However, less discussed during the conference were practical ways, methods and tools to do that.

    This is a legal toolkit to help decision-makers use laws to reduce forest conversion and minimise the environmental and social impacts of deforestation. It offers countries a starting point to reform laws governing forest conversion.

    Using legal analysis from nine tropical countries, the toolkit identifies key risks associated with unclear forest conversion laws and provides lawmakers with guidance on the questions they should ask themselves when writing or reforming forest conversion laws on five key areas:
