    Official Reply of the State Council with regard to the approval of the Land Use Plans 1997-2010 of Beijing. Beijing is the capital city of China and the political and culture center, which has large population with limited land. The Reply approves the Plans and emphasizes to strengthen the administration of land resources. By the year of 2010, the reduction of cultivated land shall not exceed 23940000 qing (= 6.6667 hectares), the basic farmland shall be 299330000 qing, the land use for construction shall be controlled within 610 square kilometers.

    The Act is formulated in order to improve the living environment for the inhabitant, and to promote a planned and equal development between cities, towns and the rural area. The Ministry of Internal Affair is authorized to deal with urban planning. The Act consists of 87 articles and divided into 8 Chapters. Article 7 defines the terminologies such as general planning, specific planning, priority developing area, etc. Chapter 2 provides for the contents of urban plan, the procedure of amending a plan, procedures of promulgation and implementation.

    This Act is enacted to prevent soil and groundwater pollution, to ensure sustainable use of the land and groundwater resources, to improve the living environment, and to enhance public health. It consists of 8 Chapters divided into 51 articles. Article 2 gives definitions of the terms used in this Act, e.g. soil pollution, groundwater pollution, pollutants, polluter, soil pollution monitoring standards, etc. The Act establishes the prevention and redemption measures in Chapter two, the investigation and assessment measures in Chapter three, and the control measures in Chapter 4.

    Purpose of the Law is to ensure urban development, as well as the accomplishment of urban economics and social progress, and to meet the needs of the socialist modernization drive. It consists of six Chapters. In Chapter I (General Provision), it explains that 'urban' means the municipalities directly under the Central Government, the provincial cities and the towns; 'large city' means a city with more than 500,000 population, 'medium size city' means that the population is between 200,000 to 500,000, 'small city' is used for cities where the population is less than 200,000.

    These measures propose to strengthen land administration, the protection of land rights, and to improve utilization of land in Shanxi. Chapter I provides for administration of land. The local government shall restrict conversion of land for agriculture to land for construction. Chapter 2 concerns ownership of land and land use rights. The Province shall implement a land registration system in accordance with the Law. Chapter 3 makes provision for comprehensive land utilization plans to be drawn up by local governments. Chapter 4 contains provisions for the protection of farmland.
