   For generations, people have managed natural resources in such a way that their multiple needs for food, fibre, fodder, fuel, building materials, medicinal products and drinking water were largely fulfilled. Farming, livestock, forestry and fisheries systems have evolved, and been adapted to variable and changing environmental and socio-economic conditions. Not only natural factors, but also population growth or loss, tenure arrangements, labour availability, access to markets and economic growth, as well as cultural traditions and political strategies, have shaped landscapes over time.

   The aim of this policy paper is to present successful approaches to secure land tenure rights in rural and urban areas. To support future programmatic decisions by the Federal Ministry for Economic Cooperation and Development (BMZ), this paper focusses especially on impacts and good practices. It discusses examples from the German technical cooperation but also includes good practices and impacts achieved by other development partners.

   In 2015, 193 countries affirmed their commitment to the 17 goals of the 2030 Agenda for Sustainable Development, including Germany. According to an estimate by the United Nations in 2018, the international community loses 5% of global gross domestic product through corruption. It highlights the ambiguous land policies and processes as factors to the degradation of watershed and protected areas in Cagayan de Oro and Northern Mindanao Region of the Philippines, resulting to extreme typhoon disasters. Thus, this paper explains how the NLUA will address such policy issues from the local development perspective of Northern Mindanao.
