   This Decree establishes the modalities of land-use planning in urban areas. It includes also afforestation in urban areas. Land-use planning in urban areas shall be exclusive competence of the local self-government that must ensure organization and implementation of land-use planning in accordance with sanitary norms and regulations. Land-use planning includes creation of green areas, amenity forests and protection forests in urban areas. Deployment of waterworks and urban irrigation systems shall be integral part of land-use planning activity.

   Item 6 shall be amended to add the following wording: “In case of voluntary liquidation of economic entities having status of legal persons, calculation and application of single land tax shall stop from the moment of notification of registration authority on liquidation.

   The purpose of this Law shall be to regulate of the relations originating from the application of mortgage of immovable property. Mortgage shall be classified in two types: (a) mortgage by contract (contractual mortgage); and (b) mortgage by law (legislative mortgage). Mortgage shall be applicable to the right of hereditary lifelong possession of the plots of agricultural land for farming and to the right of lease of plots of land (Art. 6). Lessee shall have the right to transfer land lease rights without lessor’s consent only in cases envisaged by law (Art. 54).

   The purpose of this Law shall be to regulate relations in the sphere of setting up and functioning of condominiums as voluntary associations of citizens multi-family dwelling located of the plot of land pertaining to common property. State support of condominiums shall be exercised in the form of allotment of the plots of land in open-ended use. Construction on the plots of land pertaining to condominiums shall be carried out in accordance with legislation on land use planning.

   This Order establishes criteria for valuation of agricultural land by State Committee on Land Resources, Geodesy, Cartography and Land Cadastre with the consideration of data recorded in state land cadastre and other registration authorities, including valuation of irrigation and drainage systems located on agricultural land. The purpose of valuation shall be to determine standard cost of agricultural land. Agricultural land shall be valued by quality and location independently from its real use in tillage or for fodder production. Land evaluation shall be calculated per 1 ha.

   This Decree establishes basic principles for valuation of property land valuation and subsoil valuation. Land valuation shall be carried out either as regards vacant land or cultivated land. In the process of valuation shall be taken into consideration property (ownership) rights and productivity criteria.

   This Decree regulates expropriation of plot of land or part thereof and the modalities of calculation of compensation to natural and legal persons due to expropriation of land for public needs. Expropriation of land for public needs shall be carried out by consent of landowner or by agreement with land tenant or lessee – by decision of local executive bodies, regional authorities and Cabinet of Ministers. In case of dissent of landowner, land tenant and lessee the aforesaid decision can be challenged in court.

   This Ministerial Decree establishes that the State Inspection on Geodetic Supervision shall be the authorized institution carrying out the following tasks: (a) supervision over geodetic and cartographic activity; (b) supervision over the correct mapping of the national frontier; (c) registration of geodetic and cartographic activities; and (d) registration of geodetic points. This Ministerial Decree establishes also the modalities of state supervision over land tenure and land protection by natural and legal persons.

    This Decree establishes that condominium shall be considered non-governmental entity, non-commercial organization having the status of legal person. The purpose of condominium shall be maintenance, management and conservation of housing facilities and plot of urban land provided with amenities. The aforesaid plot of land shall be allotted to condominium on term of common (shared) property. Condominium shall be granted the right to determine types and modalities of land tenure.
