   This report analyzes the influence of agrarian transformations on the feminization of agricultural production in rural Tajikistan. It explores women’s multiple labor relations for meeting basic needs of the household. The evidence shows that households have to depend on more types of agricultural work to secure day-to-day as well as long-term livelihood security. Overall, feminization appears in different types and groupings. The implication is that women in agriculture might not be adequately targeted in policies or integrated within intervention programs.

   The Ministerial Decree regards allotment in lease of agricultural land pertaining to the Special Fund of consisting of agricultural land (except for pastures) pertaining to public property. Allotment of the public agricultural land shall be carried out through tender. The winner of tender shall acquire the right to conclude lease contract in accordance with the terms and conditions of tender within ten days from conclusion of tender and legalization of its outcome.

   Purchase and sale of the plots of agricultural land shall be carried out by the owners. In case of purchase and sale by the third parties they must be in possession of notarized letter of authorization. Purchase and sale of public agricultural land shall be carried out through auction sale while private agricultural land shall be purchased and sold directly by agreement between vendor and buyer without any authorization. Maximum area of a single plot of agricultural land shall not exceed 50 hectares.

   The Government decrees to validate the Regulation and the Model Contract of transactions with the plots of land belonging to State property or the right to permanent land tenure. The Regulation consists of III Sections. Section I lays down the general provisions. Section II establishes the modalities of sale of the right to permanent land tenure or of the plots of land belonging to State property. Section III establishes the modalities of sale of the right to permanent land tenure or of the plot of land belonging to State property through land auctions.

   The Government decrees to validate the Regulation. Valuation of the plots of land (right of use) is determined in the process of purchase by physical and private juridical persons from state of the plots of land (right of use) in excess respectively to the quotas of free-of-charge land distribution set by Government. Valuation of the plots of land can be carried out also in some other cases envisaged by the legislation currently in force or if the value of the plots of land (right of use) cannot be determined by the agreement of the parties concerned.

    Azerbaijan Republic is in the Southern Caucasus, between longitudes 444 and 522 East and latitudes 388 and 422 North. Its territory is 86,400 square km. The country has a population of 8,000,000 and borders on the Russian Federation in the North (390 km), the Iran Islamic Republic in the South (765 km), Turkey in the South-west (13 km), Armenia in the West (1,007 km) and the Georgian Republic in the North-west (480 km).
