    Since its independence in 1975, and most notably in the last decade, Angola has struggled to create a legal framework adequate to address the complex issues relating to the country’s land. In 2004, the country enacted a new land law1 that sought to strengthen perceived areas of weakness in prior legislation. The new law delineated and expanded a range of land rights available by concession and recognized some measure of traditional land rights.

    Effective recognition of customary land rights is still a challenge in Angola, as in many other African countries. Despite customary land rights of the traditional rural communities are expressly recognized in the 2004 National Land Law, very few communities in Angola have been able to register their land. In the Province of Bié, in Angola central highlands, only five customary collective land titles (called Dominio Util Consuetudinario) had been issued within the period 2004-2015.

    In view of the lack of human resources with specific competencies in costumary land rights, within the past two decades FAO and various non-governmental organizations have developed materials and methodologies for the dissemination of the Land Law and the participatory delimitation of rural communities. Materials and methodologies were developed based on practical experience of several land projects implemented over a period of approximately 20 years.

The Oku and Mbessa communities on the northern fringe of the Ijim-Kilum citadel have in the course of manning their respective base resources sowed a spectre of edgy perceptions and practices of ownership entitlements that have hatched land resource conflicts.
