This Ordinance regulates the mapping of the boundaries of land owned privately or by the State and the application of provisions related therefore.

This Act amends the Land Development Ordinance 1935 which aimed to provide for the systematic development and alienation of State Land in Sri Lanka. Under the amendements, the Government Agent shall not recover any fee for the registration of a permit (sect. 2). Every grant on which land is to be alienated shall contain the extent and description of the boundaries of such land.

The present Act makes arrangements relating to lands in Forest Areas. Such lands shall be sold by the appropriate authority to peasants who have "settled down there and who have been cultivating the lands for at least one year past..." (art. 4(1)). Land left over after sale and distribution as described above shall be sold or distributed in the prescribed manner. Further provisions concern the registration of lands, the modalities for the payment of the price of the land by the allottee and enforcement measures.
This Law regulates land survey, verification and registration.The Law stipulates that all land owners are obliged to fill in a declaration form in which they specify all the parcels of cultivation land in their possession.
The Law provides for the survey and the statistics related to land in order to institute a Land Register, to set land levy on the basis of the surveys and to ascertain ownership's rights. Special forms shall be distributed to landowners who, in turn, must fill them out and the Tax Office shall then include all the forms in the register. A Cadastral Survey Department shall be instituted and appointed to carry out all the surveys and inspections of lands and marking the boundaries of each parcel of property..
The Law provides for the institution of Municipalities, including villages and lands, for the appointement of a Municipal Council and for the functions and tasks involved, ranging from a cadastral register to the protection of agricultural production, sanitization, water supply and so on.
This Registration of Title Act, consisting of 45 sections, specifies the registration of title to every land parcel in accordance with the cadastral map prepared for that purpose. On the publication of an Order under section I of this Act, the Commissioner of Title Settlement shall request the Surveyor-General to prepare cadastral maps for the areas specified in such Order and upon such request the Surveyor-General shall cause such cadastral maps to be prepared and certified copies of the same to be issued to the Commissioner of Title Settlement.
Section 2 (definitions) is amended by adding definitions of "survey and measurement", and "registered records". Section 7 is completely rewritten It provides for the circumstance in which the effective boundaries of a recorded area are not corresponding with the actual survey. A new section (8A) relative to replacement of old records of newly surveyed areas, is added. Section 11A concerns the preparation of land-ownership certificates.
