Article 10 shall be amended to add the following wording: “Owners and tenants, including leaseholders, of land plots must comply with the provisions and requirements in the sphere of ensuring agricultural land fertility”.
Article 72 of Land Code shall be amended to add the following wording: “Agricultural land plots of dimensions within 5 ha shall be indivisible. Agricultural land plots of dimensions over 5 ha can be split in separate land plots for the dimensions exceeding 5 ha on condition that the dimension of new separated land plots shall not be less than 5 ha”. Article 15 of Law No. 4 on management of agricultural land shall be amended to add the following wording: “Owner of agricultural land share shall have the right to sell it without payment of state duty.
This Federal Law establishes the right of tenants of agricultural land plots pertaining to state or municipal ownership to buy out or to conclude a new lease contract for the land plot without bidding. This is possible if the authorized bodies do not have information about the infringement of the Russian legislation revealed during the state land supervision and unresolved violations related to land use.

La presente Ley Orgánica reformatoria al Código Orgánico de organización territorial, autonomía y descentralización (COOTAD), respecto al ejercicio de las competencias para planificar, construir y mantener la infraestructura física y los equipamientos de los espacios públicos destinados al desarrollo social, cultural, educativo, de salud y deportivo.Asimismo, respecto a la conclusión del proceso de conformación de regiones, cuyo plazo máximo será de veinte años.

This Federal Law establishes new grounds and procedures for compulsory termination, as well as the specific features of acquiring, rights to plots of agricultural land. A land plot may be expropriated from the owner in a judicial procedure if it has not been used for 3 or more years to perform agricultural or other activities related to agricultural production.
This Decree-Law, consisting approving the exceptional regime for ownership transmission of municipalities of land in the private domain of the State. The above mentioned exceptional regime regulates the following situations: The automatic validation of the alienations of land from the private domain of the State made by the municipalities, in the areas referred to; Validation of the disposals of land of the private domain of the State made by the municipalities in any land located outside specific areas for the purpose of performing tourist, industrial investments or similar nature.
This Federal Law establishes a new procedure for disposing of land plots, the state ownership of which is not delimited. So, the plots located on the territory of the rural settlement that is part of the municipal district and in the inter-settlement territories of the municipal district shall be allotted to citizens and legal entities by the local government of this municipal district, unless otherwise established by the current legislation.
This Federal Law specifies the powers of local governments to implement municipal land control. According to the law, local self-government bodies of the municipal district exercise control over objects of land relations located on the inter-settlement territory of the municipal district.
El presente Decreto modifica la estructura orgánica del Instituto Nacional Agrario (INA), creado mediante la Ley de Reforma Agraria, con la finalidad de adecuarlo para que sea el instrumento de transformación de la estructura agraria del país, enfocado a la tenencia de la tierra que garantice la justicia social en el campo, la seguridad jurídica, la asistencia técnica a los campesinos beneficiarios de los procesos de reforma agraria, la producción alimentaria, la titulación y la solución oportuna de conflictos.
