Article 16 shall be amended to add the following wording: “Protection responsibility of manager of the objects of cultural heritage shall include elaboration of land-use planning schemes related to panoramic sites containing objects of cultural heritage within the boundaries of historical settlements so as to ensure conservation of such areas”.

Article 18 shall be amended to add the following wording: “Transfer of precious agricultural land plots to other land categories shall be authorized if the aforesaid agricultural land plots are destined for location of federal, regional and municipal structures in accordance with land-use planning documentation”.

This Regional Law establishes legal grounds for the operation of village chiefs as a form of public participation in local government. The scope of election of village chief shall be realization of decisions adopted by local government. Public official cannot be elected village chief. Village chiefs shall inform the population on decisions made by local government and shall inform local government of the outbreak of natural and technological disasters.
Article 3 shall be amended to add the folowing wording: "Regional state authorized executive body shall be responsible for conclusion of lease contracts, purchase and sale contracts and free land tenancy related to land plots pertaining to the ownership of the Regional Government".

This Regional Law shall have as its purpose ensuring the right of citizens to favorable environment, including landscape and shade gardening, planting of recreational urban forests, thus ensuring favorable conditions for vital activity of citizens, and delimits plenary powers between city state bodies, local government and municipal units in the sphere of improvement of natural environment. Objects of improvement of natural environment shall be: (a) urban land and rural land; and (b) public and municipal land without application of servitude.
Article 3 shall be amended to add the following wording: “Regional Legislative Assembly shall be responsible for application and performance of municipal land supervision”.

Article 9 (1) shall be amended to add the following wording: “The period of functioning of regional protected area can be extended if considered useful for the purposes of constitution of regional protected area”.

Article 9 (1) shall be amended to add the following wording: “Boundaries of land area of identified object of cultural heritage could not necessarily correspond to the boundaries of land plots, land-use planning territorial area, and also to the boundaries of sanitary protection areas”.

This Regional Law regulates relations originating in the sphere of conservation, management, promotion and state protection of the objects of cultural heritage of regional significance. Identified objects of cultural heritage shall be subject to mandatory state registration. Establishment and mapping of the boundaries of land areas containing objects of cultural heritage and land-use planning within the boundaries of the aforesaid areas, and special regime of land tenure shall be validated by the Regional Government.
