   The present Law implements the Federal Act on acquisition of land by persons abroad of 16 December 1983.. Article 1 establishes that the acquisition of land shall be authorized if this serves as principal residence. The text consists of 11 articles divided into 5 Parts as follows: Cantonal license reasons and restrictions (I); Licensing and complaint authorities (II); Licensing and complaint procedures (III); Fees (IV); Final provisions (V).

   The present Law implements the Federal Land Use Planning Law of 22 June 1979 and is the basis for measures concerning land use planning and building of the Canton and municipalities. The Law aims at a purposeful, especially thrifty use of land; the promotion of a meaningful and orderly development of the settlement; the protection of cultural heritage, landscapes and natural resources from impairment.

   The purpose of the present Law is to use the soil in a rational and efficient way, to conserve natural living conditions, as well as the beauty of the landscape. It regulates the requirements for buildings and plants with a view to ensure the proper use of land, as well as the beauty, safety and hygiene, of the environment including the protection of nature and cultural heritage. The interests of the population and of the local economy shall be taken in due consideration.

   The present Law lays down provisions relating to land use planning and construction in the Canton of Lucerne. Article 2 establishes that the competent authorities shall take into account principles of the federal legislation.    The present Ordinance implements the Directive 2009/28/EC of the European Parliament and of the Council on the promotion of the use of energy from renewable sources of 23 April 2009. In particular, the Law lays down provisions relating to building technology and building equipment, as well as to special environmental, health and energy requirements of buildings. Furthermore, the Law also applies to parcel of lands and other constructions and facilities subject to requirements of the present Law.

   The purpose of the present Act is the economic and expedient use of the soil; the protection and care of the environment and, in particular the conservation or reinstatement of the sustainable purity of the air, water and soil, as well as the avoidance of noise; the conservation or reinstatement of a healthy nature, the protection of the indigenous fauna and flora and their natural living spaces, of the cultural heritage and, finally, in particular that of housing and recreational areas.

   The present Law lays down provisions concerning land use planning, protection of the environment and building regulations. The Canton shall issue guidelines for land use planning and local authorities shall issue guidelines for its application. They shall also ensure the application of all legislation dealing with the environment. Article 40 deals with the conservation, care and configuration of landscape, nature protection regions, and cultural heritage.
