Article 1 establishes that the acquisition of land shall be authorized if this serves as principal residence.    The present Law implements the Federal Land Use Planning Law of 22 June 1979 and is the basis for measures concerning land use planning and building of the Canton and municipalities. The Law aims at a purposeful, especially thrifty use of land; the promotion of a meaningful and orderly development of the settlement; the protection of cultural heritage, landscapes and natural resources from impairment.

   The purpose of the present Law is to use the soil in a rational and efficient way, to conserve natural living conditions, as well as the beauty of the landscape. It regulates the requirements for buildings and plants with a view to ensure the proper use of land, as well as the beauty, safety and hygiene, of the environment including the protection of nature and cultural heritage.    The present Ordinance implements the Directive 2009/28/EC of the European Parliament and of the Council on the promotion of the use of energy from renewable sources of 23 April 2009. In particular, the Law lays down provisions relating to building technology and building equipment, as well as to special environmental, health and energy requirements of buildings. Furthermore, the Law also applies to parcel of lands and other constructions and facilities subject to requirements of the present Law.
