    The implications of migrant agricultural production for the environment have interested policy makers in sub-Saharan Africa of late. The impacts in the region of migrant destination may be short-term including initial felling of trees, intensive land use, and application of techniques. In the longer term, tenants are expected to adjust their techniques to that of the indigenous landowners. This paper explains how migrant tenants manage the quality of rented plots in the absence of clearly defined property rights with a survey data from rural area in Ghana.

    To improve national food security, successive Mali governments have always focused on expanding and intensifying production in the government-managed irrigation schemes (Office du Niger), which account for about 50% of domestic rice production. Because the cost of expanding and rehabilitating those schemes is high, the government is looking for complementary cost-effective ways to achieve this goal. The government could increase domestic rice supply by investing in improving the farmer-managed inland valley swamps.

    Lowland development efforts in West Africa have a mixed record. The paper posits that this is due to the neglect of: (1) market opportunity as driving force for lowland use; and (2) the wider context within which lowlands are used as important modifier. The paper applies a regression-based decomposition framework to analyze the factors driving and modifying lowland use in West Africa. It uses community-level data from 1014 geo-referenced lowland units around four urban centers along an agro-ecological gradient in Cote d'Ivoire and Mali.

    This summary report synthesizes the central research findings of the Working Group on Resource Tenure and Land Use Planning and the Law Reform Commission of The Gambia, recommending a series of tenure policy options for both government and donor agencies. Specific programs and projects are also discussed. The team conducted a series of case studies (presented here as annexes) on the tenure situations found in different agroecological zones in The Gambia. This summary report comprises key tenure issues about tenure and natural resource management in The Gambia.

    The main question in this research is to what extent agriculture on fragile slopes would become more sustainable if the farmers were given more possibilities for selling their products and acquiring production resources. An empirical study conducted in northern Benin demonstrates that a more accessible market does not lead to substantial increase in soil erosion control measures.

    It would appear that the English common law was grafted onto Ghanaian communal societies without taking into account the differences between the early nineteenth-century capitalist economic structures and the egalitarian communal institutions of Ghana. Both systems of law reflect distinctively different economic structures. That oversight laid the foundations for the conflicts between the customary law and practice and the Anglo-American common law, its notions and conceptions of tenure.
