This Investment Climate Policy Note
(ICPN) for Sierra Leone evaluates the country's
business environment by: (i) analyzing barriers to private
sector investment and growth and how they vary among
different types of firms; (ii) benchmarking Sierra
Leone's investment climate and firm performance to that
of other countries; and (iii) providing recommendations to
promote and strengthen the private sector. The ICPN is

Large-scale land acquisitions by investors, which are often called ‘land grabs’ (see next section for de nition), can deprive rural women and communities of their livelihoods and land, increasing their food insecurity. on the actions that developing countries can take to mitigate land grabs through strengthening national land governance so that it is transparent, is accountable and protects communities’ rights. -

Sierra Leone is one of the least developed countries in the world and is still recovering from a civil war that ended in 2002. Increasingly, the Sierra Leonean government seeks to attract foreign investors through providing opportunities for large-scale land leases for the development of agribusiness. This has triggered a rapid transformation process that poses a considerable threat to food security and social stability. Despite being a pilot country for the implementation of the Voluntary Guidelines on the Responsible Governance of Tenure, there is no real change on the ground as yet.

En effet, sur le fond comme sur la forme, sont apparus un certain nombre de points forts mais aussi des lacunes, relevés depuis 1999 par l'équipe des rédacteurs et par de nombreux autres spécialistes du foncier.
