   This volume presents a synthesis of the multi-country collaborative program of analytical and advisory activities titled reducing vulnerability to climate change in European and Central Asian (ECA) agricultural systems. Climate change and its impacts on agricultural systems and rural economies are already evident throughout the ECA region. Adaptation measures now in use in the region-largely piecemeal efforts-would be insufficient to prevent impacts on agricultural production over the coming decades.

   The climate is changing, and the Eastern Europe and Central Asia (ECA) region is vulnerable to the consequences. Many of the region's countries are facing warmer temperatures, a changing hydrology, and more extremes, droughts, floods, heat waves, windstorms, and forest fires. This book presents an overview of what adaptation to climate change might mean for Eastern Europe and Central Asia. It starts with a discussion of emerging best-practice adaptation planning around the world and a review of the latest climate projections.

   The study assessed the adoption of land use consolidation and its determinants in Nyanza District of Southern Province, Rwanda. Land use consolidation is part of the on-going crop intensification program led by the Ministry of Agriculture in Rwanda. The extent to which this policy has been adopted is less spatially known. In addition, there is scarce knowledge about the factors affecting the adoption of this policy at household level. A sample of 132 households was randomly selected for the interviews conducted in August 2010.

   Prior to the 1994 war, Rwanda had one of the best agricultural data bases on the African continent with a consistent time series on production, area, and yield data spanning the period from 1984 through 1992. This data base, drawn from annual surveys of a nationally representative random sample of approximately 1,240 farm households, was supplemented with a variety of specialized surveys conducted intermittently on topics such as input use, livestock production, natural resource management practices, non-farm income, etc.

   Global biomass demand is expected to roughly double between 2005 and 2050. Current studies suggest that agricultural intensification through optimally managed crops on today's cropland alone is insufficient to satisfy future demand. In practice though, improving crop growth management through better technology and knowledge almost inevitably goes along with (1) improving farm management with increased cropping intensity and more annual harvests where feasible and (2) an economically more efficient spatial allocation of crops which maximizes farmers' profit.

   Safeguarding the world’s remaining forests is a high-priority goal. We assess the biophysical option space for feeding the world in 2050 in a hypothetical zero-deforestation world. We systematically combine realistic assumptions on future yields, agricultural areas, livestock feed and human diets. For each scenario, we determine whether the supply of crop products meets the demand and whether the grazing intensity stays within plausible limits. We find that many options exist to meet the global food supply in 2050 without deforestation, even at low crop-yield levels.

   Previous studies have combined climate, crop and economic models to examine the impact of climate change on agricultural production and food security, but results have varied widely due to differences in models, scenarios and input data. Recent work has examined (and narrowed) these differences through systematic model intercomparison using a high-emissions pathway to highlight the differences. This paper extends that analysis to explore a range of plausible socioeconomic scenarios and emission pathways.

   In international debates about land governance, Mozambique is often mentioned as an example of a country with favorable framework for local communities to benefit from landbased investments. However, it is also one of the countries highlighted in land grab debates for being one of the top countries where foreign companies and national elites are acquiring large extensions of land. It is increasingly clear that in spite of the favorable legal framework and pro-poor policies, local communities are under stress.

    In northern Uganda, common grazing lands are central to village life. While nominally used for grazing livestock, communities also depend on their grazing lands to collect basic household necessities such as fuel, water, food, building materials for their homes, and traditional medicines. Yet growing population density, increasing land scarcity, weak rule of law, and the 1998 Land Act’s legalization of a land market have created a situation of intense competition for land in northern Uganda.
