Most land-based livelihoods rely on having secure access to land, a precondition for sustainable agriculture, economic growth and poverty reduction. This working paper examines the state of knowledge with regard to aspects of land reform- redistributive reform, land tenure reform, and the issue of land markets. It also addresses issues that remain unknown in areas of land and social equity, land administration, and land tax.Redistributive land reform aims to bring about an equitable distribution of land and the political power emanating from it.

In this study, DSS was developed using linear programming (LP), goal programming (GP), and geographic information system (GIS) for sustainable watershed management in Dong Nai watershed, Vietnam. A case study approach was undertaken using `what-if` planning scenarios. The multi-objective linear programming (MOLP) techniques and GIS have been applied to display the optimum land resource allocation in different scenario, in order to evaluate the sustainable strategy of land development in a watershed.

A two-pronged agricultural land reform was devised in Georgia to move toward a market- oriented economy, one prong being the distribution of land parcels of up to 1.25 hectares in ownership to rural families (the “small parcel” approach), and the second being the leasing of the remaining state-owned land in larger allotments to physical and legal entities. The land reform program was intended to create a self-maintaining sector of subsistence-oriented small farmers and a market-oriented sector controlled by larger leaseholders.

The land fragmentation in Bulgaria is a big problem after the land restitution. As a result of the implementation of the activities according to the Law on Ownership and use of agricultural land, land reallocation plans by Territories Belonging to Settlements (TBSs) were drawn up and came into force for the entire territory of the country. There were established about 10 million land properties, belonging to approximate 2 million owners, which means that the average area of a property is about 0,6 ha, including perennial plantations, meadows, and pastures.

Land market in the Czech Republic is monitored by Research Institute of Agricultural Economics on the sample of 24 districts (1/3 of the CR). Land prices depend on the area, culture and region of the plot. Sales of small plots (up to 1 ha) prevail. These plots are usually purchased for non-agricultural use and their prices are many times higher than prices of large plots (above 5 ha) which are usually bought for agricultural purpose. Land market is not well developed, only 0.2 - 0.4 % of monitored area are sold each year. But in the last years it is increasing.

The legal framework for land use planning and land allocation (LUP/LA) in Lao PDR has been analysed based on the relevant laws (Land Law, Forest Law, Agricultural Law etc.). A national LUP/LA program under the overall responsibility of the Ministry of Agriculture and Forestry has been created in 1996. Until 2003, district agricultural and forestry staff have conducted LUP/LA activities in a total of 5400 villages in all provinces of Lao PDR. It is estimated that approximately 300.000 Temporary Land Use Certificates have been issued as a result of LUP/LA.

At present Rwanda carries out limited land registration on a centralised manual system on a demand led basis in rural and urban areas. Currently approximately 20,000 land applications are in process, mainly in urban areas. -
