    The main purpose of the Guidelines is to provide a holistic approach to addressing land issues from the immediate aftermath of a natural disaster through early recovery and reconstruction phases. It is targeted at humanitarians and land professionals, as well as government officials. The Guidelines take an inter-disciplinary approach to land, one that also brings together humanitarian emergency relief and early recovery perspectives.

    The paper aims to identify the rationality of peasant communities and their contribution to rural development in Kampong Thom province. To do so; an interdisciplinary analytical framework addresses the dynamics of land use and land tenure; the strategies of labor force allocation as well as the determinants of land and labor agricultural productivities amongst peasant communities. It rests on details field surveys in two communes located in very distinct agro-ecological settings of Kampong Thom province.

    ABSTRACTED FROM THE EXECUTIVE SUMMARY: In May 2012 Prime Minister Hun Sen issued Directive 001 (also known as Order 01BB) on ‘Measures to strengthen and enhance the effectiveness of management of economic land concessions (ELCs)’ announcing a moratorium on the granting of new ELCs, the review of existing ELCs and the implementation of the so-called “leopard-skin” (or “tiger-skin”) policy, with the aim to allow communities to live side by side with the concessions.

    This paper reviews the literature to identify the relationship between tenure security and food security. The literatures on tenure issues and food security issues are not well connected and the scientific evidence on the causal links between tenure security and food security is very limited. The paper explores the conceptual linkages between land tenure reforms, tenure security and food security and illustrates how these vary across diverse contexts.

    Recently concerns have been raised regarding the potential for the Reduced Emissions from Deforestation and Forest Degradation (REDD) framework to recentralize forests, potentially setting back efforts to institute localized and decentralized forms of natural resource management. Here, I apply a political ecology approach to consider access and exclusion to land and natural resources in the contexts of three emerging REDD projects in Cambodia and Laos.

    This paper investigates the real financial consequences of investing in land with disputed tenure rights. It demonstrates that companies which ignore the issue of land tenure expose themselves to substantial, and in some cases extreme, risks. Using case study analysis, the paper connects ground-up financial thinking with empirical reality. In so doing, it makes a strong case for the need to integrate tenure-related risks more comprehensively into our financial architecture.

    ABSTRACTED FROM THE SUMMARY: Notwithstanding progress both nationally and locally, there is not yet evidence of sufficient support either internationally or nationally for REDD to effectively neutralise either the top-down or the bottom-up drivers of deforestation in Cambodia. This report reviews official documents and research reports over the 2009-2012 period, supplemented by field visits in 2010 and 2011, in order to summarise lessons learned from Cambodia’s early engagement with REDD from the viewpoint of poverty reduction.

    OVERVIEW: The Lao People’s Democratic Republic (Lao PDR) is a landlocked country situated in Southeast Asia, bordering Thailand, Cambodia, Vietnam, China and Myanmar. Despite a recent increase in the rate of urbanization and a relatively small amount of arable land per capita, most people in Lao PDR live in rural areas and work in an agriculture sector dominated by subsistence farming. Lao PDR’s economy relies heavily on its natural resources, with over half the country’s wealth produced by agricultural land, forests, water and hydropower and mineral resources.
