   First deputy chief of the Committee orders the Chiefs of district administrations, in case of carrying out mapping on location to perform re-registration, legalisation and issue of the legal documents (certificate of land ownership, certificate of life-long inheritance, certificate of open-ended (permanent use of land, lease contract) to the physical persons on the plots of land conceded for individual housing and summer cottage construction if the measures resulting from land survey differs (excess or shortage) of the total area no more than 10%.    This Ministerial Decree validates the Regulation on allotment in lease and management of pastures, the form of contract on lease of the pasture areas for stockbreeding purpose, lease of pasture areas for other purposes, form of forest land plot usage permit for silvopastoralism. Pasture areas allotted before 16 June 1999 for long-term use shall remain in use of the lessees until 2025. Lessee shall have the right to use waterbodies in accordance with the established limits.

   The present Decree establishes rules as to expropriation and concession of the plots of land of all categories irrespectively of the kind of land tenure, lifelong hereditary possession, private ownership or lease. The plots of land shall be allotted in conformity with the project of the appropriate allotment thereof. Legal persons, natural persons and citizens interested in the allotment of the plots of land for agricultural commodity production, farming, and subsidiary small-holding, mowing and grazing must submit an application to the local self-government.

   The Government, for the purpose of speeding-up of the reform of housing and municipal services, as well as for more active participation of the population in the process of the improvement of urban planning, decrees to validate the Regulation.    This Order authorizes specialized organization “Agrolesomeliostroy” subordinated to the Ministry of Agriculture and Food to allot drained pastures of the blackland region on lease for grazing for the period of five years and to conclude lease contracts. Priority lease right shall be granted to farming enterprises which land has been expropriated for the period of drainage and land reclamation. The Order contains the form of model contract for lease of reclaimed land of the blackland region for grazing.

   This Ministerial Decree validates the Regulation on transfer in lease and management of pastures and the form of contract for transfer of the plots of pasture areas. It classifies pastures as: (a) pastures for transhumance; (b) pastures for intensive management; (c) pastures located between transhumance areas and fixed pasture areas; and (d) pastures of the inhabited areas. All pasture areas shall be mapped and shall have boundaries designated afield.

   This Decree establishes that the forms of Certificate of landownership can be used provisionally, till the issues of the state legal form, as a document for lifelong ownership valid for inheritance and limitless (permanent) land lease. This Decree validates the forms of Certificate of landownership, Contract of tenancy for agricultural land, Contract of temporal leasehold of agricultural land. The forms of these documents are supplied in Annexes.

    This Decree establishes that the competent authority for real estate issues is the countrywide network system of land offices (territorial and local offices). They are responsible for registration of legal transactions, cadastral mapping changes and dealing with land and other real estate property-related activities. The Hungarian Land Register is owned and maintained by the Ministry of Rural Development. This Decree establishes also the Institute of Geodesy, Cartography and Remote Sensing as the institutional body for land surveying and geo-information.
