A fact sheet on the involvement of the GIZ in Cambodia's social land concessions program. Since 2007, the Royal Government of Cambodia has implemented the “Land Allocation for Social and Economic Development” (LASED) program with technical support from GIZ and financial support from the World Bank. In rural areas, many households are landless and often lose their land as a result of economic and social hardship.

Fertile land in rural areas becomes scarcer due to population growth, pollution, erosion and desertification, effects of climate change, urbanization etc. On the remaining land, local, national and international users with different socioeconomic status and power compete to achieve food security, economic growth, energy supply, nature conversation and other objectives. Land use planning can help to find a balance among these competing and sometimes contradictory uses.

Whereas in the Caucasus region privatization and first property registration were the main challenges, in the former Republic of Yugoslavia, essential objectives were the return of collectivized, confiscated property through restitution or (re)distribution, as well as the updating and harmonization of traditional land registry and cadaster systems and their conversion to modern systems.

We requested a case study of a practical (“on-the-ground”) investment in farmland from 33 agricultural investors from around the world.

Field visits to over twenty villages in five different provinces of the Lao PDR have shown that across all ethnic groups, communities use and manage communal lands. Types of lands often found to be under communal management include upland areas, grazing lands and village use and sacred forests. Communities and use groups have devised local rules for provision, management and appropriation of communal resources. Valuable lessons for the process of recognizing communal land rights can also be drawn from two neighbouring countries.
