   The Ministerial Decree regards allotment in lease of agricultural land pertaining to the Special Fund of consisting of agricultural land (except for pastures) pertaining to public property. Allotment of the public agricultural land shall be carried out through tender. The winner of tender shall acquire the right to conclude lease contract in accordance with the terms and conditions of tender within ten days from conclusion of tender and legalization of its outcome.

   Purchase and sale of the plots of agricultural land shall be carried out by the owners. In case of purchase and sale by the third parties they must be in possession of notarized letter of authorization. Purchase and sale of public agricultural land shall be carried out through auction sale while private agricultural land shall be purchased and sold directly by agreement between vendor and buyer without any authorization. Maximum area of a single plot of agricultural land shall not exceed 50 hectares.

   Pending adoption of comprehensive guidelines on land conversion to implement section 20 of the Local Government Code which gives powers to local government units to reclassify agricultural land in circumstance where such land ceases to be viable for agricultural purposes, these guidelines regulate place restrictions on conversion of agricultural lands. All irrigated land for cultivation and all land within areas programmed for irrigation facility rehabilitation by the Department of Agriculture and the National Irrigation Administration shall not be subject to conversion.

   This Order relates to the Protected Areas and Protected Places Act (Chapter 256). Paragraph 2 describes the premises declared to be protected places for the purposes of the Act. No person shall be in those premises unless in possession of a permit or having received permission from an authorized officer.    This Law is to set out the role of local self-government and to regulate relations between the State authorities and local self-government bodies. Local self-government bodies shall be responsible for the management of community’s property and financial resources. A community is a legal entity and disposes its property independently. This Act shall be applicable to city and rural communities. The competence of local self-government shall include: (a) land zoning and land use planning; (b) urban development and maintenance of the objects of cultural heritage.
