    These Rules give effect to section 175 of the Commonhold and Leasehold Reform Act 2002 which provides that permission to appeal to the Lands Tribunal from a leasehold valuation tribunal is required in all cases and that a party may not be ordered to pay costs in such appeals unless the Tribunal considers that he has "acted frivolously, vexatiously, abusively, disruptively or otherwise unreasonably in connection with the appeal" (section 175(6)). In addition minor amendments have been made to the 1996 Rules to bring them in line with the terminology of the 2002 Act.

    The question of women's land rights has a relatively young history in India. This paper briefly traces that history before examining why gendering the land question remains critical, and what the new possibilities are for enhancing women's land access. Potentially, women can obtain land through the State, the family and the market. The paper explores the prospects and constraints linked to each, arguing that access through the family and the market deserve particular attention, since most arable land in India is privatized.

    This report describes the pervasive property rights violations which women are subject in Kenya. It describes women's rights in the country more generally and focuses on how widows, daughters, divorced women and married women are discriminated against and deprived of secure access to land and other resources. The report also makes recommendations to the government of Kenya as well as to donors and international organisations.

    Forests and pastoralism are in a state of crisis in the Borana lowlands in southern Ethiopia. State management has failed to control forest exploitation and past and present development interventions continue to undermine pastoral production systems. In this paper the authors aim to show how a fundamental misunderstanding of pastoral land management, and in particular pastoral tenure systems, has undermined traditional institutions and the environment for which they were once responsible.

This working paper examines the state of knowledge with regard to aspects of land reform- redistributive reform, land tenure reform, and the issue of land markets. It also addresses issues that remain unknown in areas of land and social equity, land administration, and land tax.Redistributive land reform aims to bring about an equitable distribution of land and the political power emanating from it.

    Land quality in the man-modified agricultural landscapes of eastern Africa has been shown to degrade over time, resulting in higher demands for farm inputs in order to sustain productivity. Loss of biodiversity has also been observed in all these areas of land use change. It has therefore become important to know how land use change contributes to land degradation and how land use change leads to biodiversity loss. This paper from the collaborative LUCID project describes a framework for the analysis between land use change, biodiversity loss and land degradation for the first time.

    Malawi has pursued an agricultural-led development strategy since its independence in 1964. This agricultural-led development strategy was based on the promotion of a dual agricultural system comprising estate (large-scale) production mainly for cash (export) crops and smallholder agricultural production mainly to support the food security needs of the population. In the post-independence era, the objectives of an agricultural strategy were four fold: To raise agricultural productivity and accelerate growth and export performance.

It examines: the ways that HIV/AIDS-affected households are coping in terms of land access, use and management; the consequences of these coping strategies on security of access and rights to land; and how changes in land tenure, access and rights to land among different categories of people are affecting agricultural productivity, food security and poverty.
